Course Objectives The aim of this course is to teach students the methods of government borrowing. Students will be able to make public economic analyses more accurately. In addition, students will learn the concept of treasury and treasury operations.
Course Learning Outcomes The students who succeeded in this course;
  • Defines the concepts of public debt and private debt.
  • Lists the reasons for state borrowing.
  • Analyses public domestic borrowing policies.
  • Explains foreign borrowing policies and factors affecting foreign borrowing policies.
  • Understands the importance of the treasury institution.
  • 6. Explains the duties and powers of the treasury institution.
  • Explains the relations of the Treasury with other public institutions.
  • Have knowledge about treasury-central bank relations.
Course Content Overview of the public financial system and financial management, budget and cash balance, the effect of budget deficits on the economy and calculation of budget deficits with different definitions; public finance, borrowing, debt dynamics, sustainability of debt, risks faced by debt management, debt management and treasury operations in Turkey.
