Course Objectives The aim of this course is to explain the financial structure of local governments (local administrations), the methods of determining the service area, the separation criteria between the central administration and local administrations regarding the distribution of services and income and to give information about various country practices.
Course Learning Outcomes The students who succeeded in this course;
  • To have knowledge about the emergence and development of local administrations and determination of optimum service area
  • To be able to explain the service provision of local governments and the criteria for the distribution of these services.
  • To be able to understand the revenue sources and structural differences of local governments.
  • To be able to compare local administration practices in other countries with our decentralised units.
  • To be able to follow the changes in financial legislation and apply them in local service financing procurement and management.
  • To be able to have knowledge about effective service delivery methods and economic resource utilisation by local governments.
  • To be able to have an awareness of the powers and responsibilities of local governments that are disproportionate to their resources and to be able to provide public interest.
  • To be able to define the forms of income distribution and sharing of resources in terms of taxation of local governments.
Course Content Manifestation of the concept of local governments in Turkey, examining the duties of local governments and their financing methods.
